South Africa has said it will not take refugees from Afghanistan despite a request.
"South Africa is already home to a large number of refugees and is constrained to address their needs," the Department of International Relations said in a statement.
It said it had been asked to take refugees who were in Pakistan to the countries they were passing through.
But it said it was not in a position to accept "refugees will be better served by remaining in Pakistan, their first arrival country".
Some other countries such as Rwanda and Uganda have already agreed to host Afghan refugees while awaiting deportation.
